With the truck loaded for example hauling the 35ft camper & loaded bed ,fuel delivery not a problem for example :

as i am pushing up hill turning 2500 RPM's it deliver well off course i am not going 70MPH either with this kind of load . When i am loaded and on the HWY never planed to go pass 70 MPH either so i do not experience any strange behavior,This problem only noticeable when the truck is empty and am crushing on HWY 95 .even when i punch it let say from 65mph to 75mph , i have great pickup and go once i reach the 75 and try to go beyond this when i get the surge and stutter ( Like i experience when i push my rear tank when it's getting empty and IP getting last drop of fuel ..Bad feeling :sly) .

Upon turning the key to On and wait to start all other idiot light's working ..Like water in the fuel and i can't recall the 3rd one

I purchased this Truck from the Original owner who had it sat for 8 years, Only thing i know he did was relater to Tranny ( which i completely rebuilt ) but he never mentioned IP . the IP does have some leak by the rear near timing gear , However IP never go to the point where it fail to start ..etc .

I know i am due to time the IP and get my Injectors checked as i hear some ticking ..but IMO non would cause this governor feel

Manually shift it into 2nd gear and see if it will pull past the RPM. It should hold the gear and it wont cause damage as it wont take much throttle to get there.

Well... if it will pull past that rpm in a lower gear, its not hitting the gov. as it will kick in close to the same rpm either way.

Here is the Test Run result

I switched to 2nd and gave it a go, It shifted and tach jumped all the way to 3200RPM's but i did not pay much attention to speed but i would say ruffly around 45mph-55mph or so

Well, sounds like you have a Ford spec'ed pump.

Was it pulling strong to 3200?

Got me stumped. I'm curious if it's a weak lift pump or plugged filter... Is the LP original? If so, it's cheap and fairly easy to swap... I'd consider it even if it wasn't the issue if it's original to the truck.
