Help no start

Went to go start it up acted like a dead battery jumped it still nothing all cables are tight
I have 12v at starter and starter relay
batteries are good got them tested a month ago
Any help would be appreciated

What does the voltage drop down to when trying to crank? If the batteries are proven good, it could be bad grounding from the starter body to the bellhousing. These old engines dribble enough oil that gets between the mounting it can kill cranking voltage. It's good to add an additional ground cable direct from the battery terminal to the bottom starter mounting bolt.

I'd check cranking voltage at the starter with the meter negative lead at the starter body and see if you get the same reading, or if cranking changes with jumper cable clamped from Batt negative to starter body.

Outside of that, might have to drop the starter and bench test.

Couple of thoughts-
1) You video confirms your battery is good, and your starter solenoid on your fender well is not the issue (Could be bad too but by bypassing it you took it out of the equation.)
2) Loosen and clean the ground on the block and batteries.
3) Loosen and clean the positive cable on the starter and batteries.
4) Loosen and clean the cable going to the soleniod.
5) Works move on. Does not work any better pull the starter and have it rebuilt or replace it.

One thing to check, these battery cables are getting old, corroding, and splitting. Not likely but could be a bad battery cable + or -. But sounds like the solenoid on the starter is bad or the starter is bad.

if the solenoid works and the bendix engages as shown, it looks like you have a burned out starter motor. If you have an early truck (before 1990), you might have an old Delco starter. They last a very long time, but not forever. They also burn out solenoids, in which case, your engine would not turn at all. They are very heavy to install but spin the engine easily when fresh.
