hard/late shift going into 2nd

have a 84 F250, C6.

shifts late going into 2nd under conservative driving...and always when cold
when up to full temp, if I drive a bit more aggressively (essentially keeping of with the rest of traffic, the shift smooths out considerably but still a little "jerky")

2 to 3rd is as smooth as glass, down shift from effects of kickdown going from 3rd to 2nd, smooth

over all vacuum is 24.5 lbs from pump all the way to the VRV.

adjusted the VRV with 20lbs of vacuum...should I adjust to the 24.5lbs that is actually pulling on it?

Keep playing with the VRV until it's where you like it. I've set them to factory specs and have had the same thing happen. I just keep adjusting it until it's mild mannered and mark it. Then when I'm towing a trailer I move it to where it shifts late. Helps keep the rpms up while towing
