Fuel Heater Questions

Hello all.........
I'm currently in the middle of ther wiring portion of my drivetrain swap. I have wired up manual switches for the glow plug solenoid, cold start solenoid, and high idle solenoids. My question pertains to the fuel heater located right above the fuel filter - 7.3 version. According to the (crappy) wiring diagrams I've seen, the fuel heater has power to it as long as the ignition switch is on. This sound right to anyone? My thought would be that it was there for cold starts, which contradicts my understanding of the wiring.

I believe it is supposed to be hooked to ignition power but the popular consensus seems to be it is comletely unecessary, especially around here.

Mine has never been hooked up since I've had it.
