easy starts but wont rev past 2,000

im new to the site but i have a 97 f-superduty that starts easy but until it reaches max operationg temp it wont rev past 2,000. i have replaced to turbo(seals bad anyway) but this never helped my problem please help

Does it make any funny noises? Could be exhaust back pressure valve closed.

no sounds fine it has 3in open exhaust sounds normal my oil pressure is reading fine idk what it is i havent fooled with it in a few days
