I just had a similar experience. The original pump would meet specs on the vacuum it drew ( I measured it), but it was easy to spin it by hand. The new one I put on was harder to spin, and it works much better. I'm wondering if in addition to the max vacuum pressure it sucks, if there is an issue with the volume capacity of the pump? Could it be that it takes awhile for a weaker pump to pull a vacuum on that big diaphragm and that our newer ones pull it down fast?
