7.3 idi giving trouble

Truck won't start!!!
90 f350 crewcab dually 7.3 idi e40d,
Truck sat ten years tried to start a few months ago an it fired a few times but bats died,replaced gpr,wiring harness,glow plugs,starter,bats,positive terminal,lift pump,fuel filter,injector pump,oil an filter,

cleaned tanks an removed broken up plastic debri With mesh screen,ran smoke machine an found no air intrusion,hit shraeder valve on fuel filter housing until solid streams came out then cracked lines until fuel pumped out an tried to start Truck from key an still nothing,IP was lined up with marks on gear an pump housing but I'm told that only works on original pumps an mine may need to be static timed,is my pump out of time too much to not run it honestly sounds like it's not firing the gpr was off ebay I just ordered another one and original one and a throttle arm for throttle position sensor since deiselogic didn't give one on new pump,idk what's wrong with it.

First of all, welcome.
Where did you get the new injector pump from? There's only a few widely known good places to get the from. Now that I reread your post, Dieselogic is not one of the known good places to buy them from and this may be your problem of not starting. Something to keep in mind for later is the the pumps and injectors wear internally at the same rate so, ideally, they should be replaced at the same time. Check to see if the fuel shut off solenoid in the injector pump is working. You can run a jumper wire from a positive battery post the the front terminal on the driver's side of the pump. If it's working, you should be able to hear and/or feel (if you're touching it) a click inside the injector pump when you apply power to that terminal. If that's working, disconnect one injector line (any one, but the top two are the easiest to get to) and see if you can see any fuel going out of the pump. There won't be very much in anyone pulse. Did you bleed the air out of the injector lines? If not, that's a good place to start. The pump timing doesn't matter at this point. The timing, on the internal gear, can be 180* off and it will run. Not well, but it will run if everything else is good. I have seen that happen although it was on a GM 6.2. Did you use genuine Motorcraft/Beru glow plugs? If not, do yourself a favor and replace them right now. Others are known to burn out quickly and swell up on the ends which makes them almost impossible to get out of the heads without removing the heads. You can check to see if you're getting power to the glow plugs. If you are, the engine should at least attempt to fire.
This isn't good or bad, just my opinion. It looks to me like you spent a lot of money on parts when you should have just charged the batteries and tried to start the engine. These engines are really amazing at what little it takes to get them to run.

Try starting fluid, if it fires off, then you probably have issues with your glow plugs, if it doesn’t start then you have a fuel issue.

I bleed the lines an the fuel shutoff solenoid clicks when I apply connector to it,and yes I got Motorcraft plugs because I read about the swelling others can do,

Even with a busted glow plug system you should be getting some white smoke out the exhaust if you're cranking and cranking. When you installed the injection pump did you remove the entire housing it bolts to or literally just the IP? I ask because if you removed the housing with the gear in it then the timing gears might be off.

No just the pump,the pump pumps fuel out of lines when priming so id say it's good the original stopped pumping so I replaced it,I believe it's the gpr I bought off ebay not from a good source but I'm new to mechanics and still learning,the wiring harness is from mad hornets and oem motorcrat glow plugs

No I just removed pump

intake has white smoke coming out of it, not a ton but some smoke
This must be after cranking the engine over with the starter. That's just crankcase gasses that aren't being drawn down into the intake to be reburned while the engine's running.
