woundering what poeple have paid for a new 09 jetta tdi model se automatic prior to any taxes or plates

i,ve had a offer from a dealer in western ny for $23,281

but he only wants to give me like 16k for my trade 08 jetta se with a $350 add on alarm,remote start with 8500 miles $ i paid $21,250 +the alarm so much for the great resale value he promished
any comments ?????
