I found a guy at one of the local for dealers that has alot of old new stock for these trucks. He is also very knowledgable about them. He said that you don't need a special tool, but just need to adjust them to the proper like.

just like ford--dont sell old parts--that way they have to buy a newer truck--ya right-----

at least those are an item you can still go to IH/navistar for the parts
