anyone what the white wire with yellow stripe is on trans harness

If you did cut the yellow/white wire, then if you're measuring voltage at the end that leads to the PCM you will always get zero, as the PCM is the ground of the circuit. If you measure at the end that comes from the transmission tho, there you should have some voltage.

well got rid of all the wiring un hooked batteries for 20min..still can't turn off od or take off in D also theres nothing showing on the tach.

The tack issue is not dependent on the trans issue, the trans issue however can be very dependent on the tach issue - the PCM looks at the tach readings for determining the shift schedule, if it sees zero engine rpm where there should be some more it goes into limp mode. Tach sender is at the front of the engine, on top of the IP gear housing and to the driver side of the oil fill neck, cost is about $65 and it can only be had at a dealership.
