What is this bolted to my heater core/AC box?

I'm thinking this big plastic thing is my heater core/ac box. It has this small thing bolted to it, which doesn't appear to do anything. Maybe its a vacuum pod? That was never hooked up? (Its all covered with spray adhesive where I put insulation on it in the past. Thats why it looks nasty.)

Anyway, if I eliminate it it will give me a lot more room for my turbo. Thought I'd ask first in case it does somehow actually do something. Thanks for reading.

Definitely should've had a vacuum line hooked to it. Lol
But I guess you can go without it, I mean if nothings been hooked to it since you've had it.

Thanks for the replies. Where does the line that's supposed to hook to it connect? I'll either relocate this one or just make another and stick it somewhere more convenient.

The vacuum manifold where the other lines are, and I think may have had a tee near that box that went over to the other side of the box.
