Change all the return cap O-rings, you can get a kit (injector install kit) at www.mwfi.com . Anymore I recommend just changing the O-rings if the caps and lines are in good condition.

If your turbo is wastegated, check to see that the wastegate is moving freely. If it is working OK, you probably have bearing wear that is allowing the turbo impeller to rub on the housing.

Welcome to OB!

Low boost and turbo exh leak can be related....best and easiest way to locate an exh leak is to look for soot trail , or if you feel lucky, you can actually feel the leak by just holding your hand near the suspect area with eng running about 1500 turns.

Have you visually looked at the compressor side of the turbo for any damaged fins, shiny areas on hsg from rubbing...same would hold true for the exh side.

"whine" don't sound good

Check for free play by gripping both ends .....trying to move just one end will give false accounts of true clearances.

Return cap kits are about $30 HERE

Keep us posted and again welcome to OB ;Sweet

should you hear anything from the turbo when it spools. caps also stopped leaking may be the tank selector for the return.
