Instrument cluster lights and gauges

I removed the instrument cluster to put new bulbs in but it turns out that they're all fine. :-(
Actually, nothing works on the cluster except the battery voltage gauge (I think) and the speedometer. And the fuel gauge goes way past full.
But I got into this mostly just to have instrument lights. Both fuses are fine.
What now? The shop manual's only help is to replace the bulbs.

Try to jump 12 to the wire that's supposed to be feeding the bulbs.?.

Printed circuit roasted?

AutoZone gives pretty good access to wiring diagrams, if I remember correctly.

loose connection at the I/P electrical connector. Fuel is low when signal wire is grounded, High when wire is open/no connection.
