Fuel Pump Ajustment questions

I have an 89 W-250 and i tried turning up the smoke screw but it didnt seem to change anything so i was wondering how far i should turn it up and what else i can do to make torque and horsepower

Turn the starwheel down. I did that and I noticed a bit more low end power.

What exactly is the starwheel and where?

This site explains how to adjust the injector pump. The starwheel looks like a gear and has metal clips holding it in place just use a small screw driver to push it past the clips.
