fuel filter draining

My latest problem is a recurring one. Several months ago my truck started acting up in that after shutting down (even for just the time to eat a quick sandwich) the fuel filter would drain itself empty. Sounds like the tank is sucking on it, right? I would have to take it off, fill it up and the truck would start right up. It did not happen every time, just once in a while. Then it stopped misbehaving and I forgot about it. Yesterday it happened to me again. Cold day, truck has been sitting, starts right up surges and stalls. Filter empty. Could be a just coincidence that I have a new tank now. Any ideas? The standard mechanical lift pump is new.
