    its hard to tell but i think that is the e clip. the center is bent out from the force of unscrewing it. are you certain that there is a washer as well?

    There were just a few bad indicators: very hard starting, previous owner used starter fluid to get it running, seemed to lack power and i think it was missing, radiator low but no apparent leak. But if I could turn it by hand i would think a starter motor could turn it as well.

    So, i connected my meter to the starter and it was getting power with the switch on and off! I disconnected the switch wires entirely and power was still getting to the starter, so i disconnected the batteries. Any ideas whats going on???
