Crazy thought but it may be the security system. Make sure that you unlocked it with the remote (if it has one) If the headlights are flashing this may be the problem.

Ahhh but the Smarty dosn't hurt the top end if you run a Drag Comp, Hot Juice or I'm told a TST.;Sweet
Most of the top end loss people feel is because they are floating the valves.
A simple set of high perf valve springs does WONDERS for your top end.
I LOVE the power my truck makes...
yes a Smarty will make it smoke like a bastard with that TST box.
For even more smoke you'll ned a set of injectors.
Just remember, it's VERY important to keep an eye on your fuel pressure.
This can save you an injection pump down the road.
I would go with the Smarty. Lot's of adjustment and very easy to use.
The other things you'll need to do is upgrade is the fuel delivery system and possibly the turbo. And you'll be needing some gauges on that thing. Fuel pressure, pyrometer and boost are some good starters.

You won't need a Smarty to make 400 hp..
A set of 80hp injectors, Edge Comp or a Edge Juice.
Get a South Bend CON OFE clutch.
You won't need an input shaft at those power levels.
At 400 hp you'll be closer to 850-900 ft lbs of torque.

Those were REALLY minor issues compared to some of the stuff I've dealt with since!
I am happy to report that I've only had it towed again once and that was when the mainshaft in the NV4500 let loose.
I've put over 45k miles on it this year...

If you can afford it I would replace the stock headbolts with a set of ARP or comparable 12mm studs. You wouldn't really have to on a stock truck but it's nice insurance! They will run you about $450 from Summit...

You may very well have a bad injection pump. It's a very common problem on the 24 valve ISB Cummins. You should be able to get a new one for around $1500 or so. Maybe less if you shop around. $150 to change it is a damn good price.

Yup I'll be getting it on the dyno real soon I hope.
The wastegate is the stock one. I'm going to change that though so that I don't have to use module to control the boost.
