The nv4500 is a decent trans the big problem with them is the 5th gear nut backs off and once it starts there isn't much you can do to keep it on. Reason is the splines are a slip fit so they rattle around a little and it will back off even the upgraded nut. The true fix is to get a new shaft...

sounds like just the relay is bad not the entire controller. But as said make sure you are testing when the relay is pulled it and not cycling. the cycling can cause a digital meter to give you less than better results (they can't react quick enough).
