Scott, The lift pump is down deep in the valley....behind the fuel bowl and just under the front of the turbo pedestal...
OBS PSD used the same style of belt driven vac pump as the serpentine belt IDI's...for the same reason---brakes!
As far as what to replace ---depends on the PO :dunno

Check the small plug in wire right at 12 o'clock next to the main batt term.
They get leaned on by everyone who works on them...and it sounds like you have a bad rectifier diode...what that small wire feeds.
There are a few dips and bumps in the valley before the fuel exits the rear of the eng so you may just have to use a rag and screwdriver to poke with, followed up with some brake kleen.....
