Not sure if this helps but I have a 1998 Jetta III with 255K. I have done all the maintenance on this car.
Sounds like something I ran into earlier this year. Not sure if the IV has a white thermostat valve on top of the fuel filter but the III does. This valve went bad and was allowing the suction side of the IP pull air from the filter's return side.
The car would act like starving for fuel and on long weekends was hard to start 30-60 second cranks when normal was two rev and running. What happens the fuel in the lines where draining back to the tank.
Was not getting any MIL. What clue me in was all the air bubbles in the IP suction line from the filter. Confirm the valve was bad by installing clear tubing between the tank and the filter suction line.
