    I just went thru a similar situation with my 92 SD. Occasional surging, sometimes low on power. Put a pressure guage on the filter head- no pressure. Changed the lift pump, back to 5 lbs. Starts better, runs smoother.

    Back to the original question of 12.4 v at startup,then going to 14.2 after a moment of running. If the glow plugs cycle every start like mine do, the volts wi be down til the GPS cycle off.

    What's not working? If just the headlights are out, chances are the headlight switch needs to be replaced.
