I've honestly never pulled the bed off any truck I've had to do any kind of work. It doesn't seem difficult, it's more finding where to keep it. I think I'm going to attempt to drop the tanks. With the tanks being ~half full and the truck being lifted, it may just be easier to pull the bed...
UPDATE | After a little more testing, I believe I have narrowed down the problem. I put the quick disconnect directly off the tank into a five gallon can of diesel, and suddenly; no more bubbles! I looked down inside the QD and the seals seemed to be intact, so I'm suspecting the sending unit...
Right now I'm just using 3/8 clear hose from tractor supply. Diesel will eventually eat through it if you ran it permanently, but it's nice for finding problems like this. Permanently you'd likely be better off with the factory plastic-ish lines or steel hardlines.

Update | I attached to clear tube from the quick disconnect fitting on selector valve outlet to the plastic factory fuel line. It has little bubbles in it, which hopefully narrows my search down to selector valve back.
Sending unit rust would be a good thing to check. On occasion my gas gauges will just ping all the way to full before coming back down, my thought was because of a bad ground. That could be rust, might be worth checking
No, that helps. I was expecting it to be where it seal under the clip, not up inside the clip. Your dead right about finding a fuel leak. When it started surging on both tanks, I was hoping for a visual leak; but no luck.

What are some of the main problem areas on the feed side? Lot of guys say fuel heater, but my 6.9 doesn't have one. Lines going to the filter/lift pump? Lines to injector pump? Or literally every hose or pipe from the tanks?

I did just recently pull the fuel tank selector valve to check it. Maybe I don't have the rear tank on all the way. On the other hand, the oil is use is from a farm, so the weight varies from 0-20w to 80-90w; so viscosity could also be to blame.
