Yes, from the top surface of the pan. The pan can fill up with oil easily if your grommet for your turbo pedestal is leaking (if you have a turbo motor). Possibly some from CDR if you have an NA too. And yeah any fuel dribbling out of injector lines and return caps will pool there and drain out...

If you want ease of maintenance, go with the brass caps. I have the R&D fuel rails and they are beautiful and work nice but are a pain in the ass to install.

At 13lbs my reservoir doesn’t fill up very much without towing. Maybe only rises an inch (I seem to run steady at 185 deg F w/o towing).

What did the pipe look like when you did it? Was it rusty and nasty?
Since you already did it once, I’d recommend taking that pipe off, power wire brushing it where the hose contacts it and replace the thermostat while your at it. Get it cleaned till it’s nice shiny metal.
