The problem isn't electrical.
Either the direct clutch or the center support is the issue. Loose feed bolts, leaking center support seals, or the direct clutch is out of spec.
Pull the connector off of the solenoid pack. Check to see if there is fluid in the connector.
A malfunction in S1 and S3 will cause a no 2-3 shift and converter lock up issues.

I overlooked the year.. You need to change the solenoid pack to a 89-94. Then it will be plug and play. 95 the E4 had a moderate overhaul. One of the changes was the solenoid pack.
The solenoid packs are in groups 89-94 and 95-98.
Use a 10MM socket to remove the bulkhead connector under the hood.
To pull the TCM. Remove the driver side kick panel. When you take it out. Check for water damage.
Take a look at the transmission range sensor. Make sure the index marks are lined up.
With the other reassembly issues, they could have tossed the range sensor on without setting it.
No forced down shift could be a TCM issue. Check the TPS settings. Check for codes too.
If the TPS checks out, there are internal issues with the valve body.
No doubt the grinding sound is the lock up clutch. They do that just before they completely fry.

Most flush machines run hot solvent through the tranny and coolers. They can remove most debris not all. This is one of the reasons to replace O/A coolers. By replacing the O/A cooler you don't have to worry about crud being stuck in it.

DEX/MERC is good. I'm a little leery with LV. LV was speced for the 5R110. It had issues with the early units
Change the fluid. Mercon or Mercon V is required. Your choice dino or synthetic.

88 will get the speed reading from the transfer case or tail shaft if 4x2.
To keep your speedometer working, you will need a VSS for a 89-91.
The speedometer cable passes through the VSS on this set up.
The E4 can use a C6 flex plate. both are four hole. The spacer is for the stamped flex plate.
You will need a tach sensor, VSS, and TPS to make it work.
