I haven't been able to get past removing the screws. I don't know what's holding the panels on at this point but there doesn't seem to be any give anywhere. I don't think the screws are even needed.

If you're set on using a portable heater then maybe a diesel-powered heater? The heater would be next to the truck and the heat blows through a duct that you'd feed into the engine bay. Much safer than an open flame under your engine. You could probably find other camping uses for it also...

I'd love to be able to get at the fuel that's in my (full) rear tank. I haven't heard of any available tank selector valves that are worth the time and money to install. And I don't want to give up my spare tire to a single rear tank. ;-(
Don't try to purge the water separator. If it wasn't leaking before then it likely will if you mess with it. Bypass it. At least until you isolate your problem. My bet is on the fuel tank selector. That was my problem. I've been running on just the front tank since then. I gotta deal with that...
Tank selector valve? These are notorious for failing.
Water separator? Mine is near the brake booster. Not sure if your truck came with one. They are known to fail/leak.

Temps. here were in the teens all week. I didn't bother plugging in my block heater (I don't know if it even works).
My truck (6.9 N/A) starts just as easily as it does in summer. 7-8 seconds of glow then almost instant vroom. YMMV.
