Seatbelt retracter cover removal

I feel like an idiot because I can't figure out how to remove the plastic covering to replace my driver's seatbelt retracter.
I've got all of the screws out of that piece and the one above it but can't figure out where and which way to get the removal started. I'm afraid of breaking my 38-year-old plastics.
1987 extended cab.
Help?

I haven't been able to get past removing the screws. I don't know what's holding the panels on at this point but there doesn't seem to be any give anywhere. I don't think the screws are even needed.

Pretty sure the upper piece has to come off first. Have fun with those 38yr old torx bits....... they're meeaaaannnnn......lol..

I feel like that rear seats gonna have to come out too if you really don't want to be twisting on the plastics.
