With 12 gallons added, should be at least 1/2 tank of fuel.
If you flipped between tanks, the FSV could be the culpert
not showing anything on the gauge.
I assume you have the mechanical Fuel Pump.
Maybe try splicing in a electric pump to purge the system.

I don`t know what`s going on with the Clutch Peddle, but
have a lot of travel till I have pressure the rest of the way.
Also it engagement is just off the floor.
Think about 4 years ago I pulled a peddle assy of a 85 250.
Took it apart, wire wheeled everything, painted the levers etc...
The Bolt you are concerned about, looks like a Stud.
The Nut looks like it secures the tin bracket for the Cable
going to the Starter.
Under it looks like a second nut . It`s most likely threaded
in as far as it will go.

All these engines have Blow By.
On the side of the IP is a triangle plate with 2 screws holding it on.
Remove the top screw and just loosen the bottom one, it will
swing down and hang on it. Makes it easier to get the plate screwed back on. There is a rubber seal under it, be care full of it...
The two Bearings I had problems with, when removed, the
thing was all loose and wobbly. Spun like no grease in it.
Maybe they do not put much of any in them from the factory?

Looking at the face of the Spedometer, there is one plastic
gear shaft, that goes to the right, and drives another gear shaft faces forward that turns the Odometer numbers.

Little tip installing the Injector Copper washers.
Use a narrow slot or a Phillips Screw Driver. Put the washer on the shaft, hold it with your Finger, stick it down into the hole, and let it go. It will be lined up perfectly.
Be sure to use Anti-Seiz on the Injector Threads, and the GP`s also...

Have you loosened up each Injector line when it is running
