IVS- Idle Validation Switch. It tells the ecu that your foot is off the throttle
The tps is your throttle pedal and I believe the ivs is built into it as well
If you are getting a solid click when energizing the shutoff solenoid and you are getting good lift pump pressure/flow, its most likely your metering valve inside the ip is sticking.

Another thing you can check is the fuel back pressure in the return system. I used a 3psi gauge teed into the return line next to the ip when checking mine.
