That's interesting, not really a deadly mixture. The potassium hydroxide is used to neutralize the phosphoric and keep the sodium molybdate in solution. The purpose of the phosphoric is to provide phosphate which will protect the metal. Usually leaves a dark gray color as does the sodium molybdate. It turns iron oxide into magnetite basically. I'm not familiar with nitrous acid maybe they mean nitric. The silicic acid is likely the silicates as it puts a passive layer of scale over the metal to prevent oxygen pitting. I would also recommend sodium nitrite in there as it's the main oxygen scavenger in systems above 180-190. At least that's what I see with my limited experience.
