My tach is showing 0 rpms at a idle.It also bounces with the use of the turn signal is used.

Sounds like the tach sensor is bad, dirty, the wires on it are bare.
It is the big 1" nut with two wires coming out of it on the IP gear cover housing. inspect the wires for any damage. take the sensor out and make sure it is clean. if hte sensor is clean the the wires are in good shape then it will be time for a new one.
