It depends on who rebuilt this turbo. Seems the seller has an idea about selling something by telling you what you want to believe. I'm not knocking this sale but I know I have seen this up for bids some time back. Don't recall if it was sold or not. Honestly it looks nice but not having it in my hands really can't say what its worth. Can't say if all the parts are there either.
Looks like an 088 kit. that means its not a wastegated turbo but many prefer that type turbo.

Nice thing about Ebay is the "Buyer" is in the drivers seat and if you are not happy with the purchase and you can show even the slightest bit of "item not as described" you can get your money back or many Sellers will negotiate a better price for you and be done with it.
