1987 ford manual states the same spec as op posted
top ring: .014-.024
2nd ring: .060-.070
oil control ring: .010-.024

Interesting. I remember reading that as well when building mine but both of my rings spec'd out with the same ~.020 (yes there was slight variation but I don't have my notes), and I ended up leaving them that way instead of filing the 2nd ring down. Maybe I should have filed. Hastings rings so I just went with it.

Back on your topic, is it possible the machining went a little on the large side? Also, while your measurement method was correct, try one cylinder both near the top and bottom see what you get. It should match, but in 2min you could see for sure, and it might make a difference in how you proceed if they don't match.
