fuel dissapearance question

OK, it's not a true dodge, but my 83 D50 with a 2.3 mitsubishi turbo diesel has a little problem. It has to be push started down a hill to get it to fire up when it's cold. The starter doesn't spin the motor fast enough to get the fuel up there. The fuel filter is brand new, and the lines aren't blocked that I can tell. Once it's warm, it starts with ease. If it sits for more than an hour, you have to bump start it again.

It's as if the fuel is syphoning back to the tank or something. If the return line is blocked or the tank not breathing right, will that cause it? I'm at a loss.

I know that's it nothing like the glow plugs or fuel shut off valve, they're all working great.

If I can't figure it out, I'm gonna :shoot: it.
