I think MLSC is right, but there is an easy way to know for sure.
Disconnect the transmission from the computer and test it. This should be done with the rear wheels raised off the ground since running it this way will strain it if under load.
An E4OD with no electrical power should give you:
4th gear in drive,
2nd gear in "2" or "1"
Reverse normally (might engage a little harder)
If you still have a no forward condition like this, then there is an internal issue that will likely require a rebuild.
Its possible that its only a stuck valve in the valve body, but it begs the question of what sort of contamination could have caused a valve to jamb like that so again, a rebuild is likely needed.

These are ATSG manuals. The blue one is for overhauling, the green one documents the updates that were made in the E4OD over the years. Changes started as early as late 1989 so I say again, get both.
Or alternatively, you can try and find an original ford dealership service manual. Sometimes they appear on Ebay. There was a time when you could get them for $15 each but I guess $20 as as low as they can be found right now.
