cummins help!!!! 2005 rebuilt engine wont start.i think its electronic problem

a buddy of mine bought a 2005 cummins with a torn down engine. we rebuilt the engine, bored it 20 over all new pistons, rings, bearings. got it all put back together 2 hot batteries, fresh fuel and got it all primed up. it wont hit a lick. cranks and cranks but wont hit. the tach is not moving, the fuel gauge is not working and the volt meter is not working. 10 psi fuel pressure according to the quadzilla chip thats on it. the chip is all installed correctly. pump in tank wont pump unless we jump the fuel pump relay. all fuses are the correct amp and none are missing or blown. ive ran out of stuff to check. all grounds are good. the reason im thinking its something electrical is because the tach, fuel gauge, and volt meter is not working. also when you turn the key on the check engine light does not come on. you can let it sit with the key on and it will eventually come on. no codes are stored according to our scanner. not sure what to check next. if anyone has any ideas please help asap!

Ok we got the electrical problem fixed but it's only building 1261 psi in the fuel rail. Any ideas on how to get the fuel pressure up in the rail?
