    changed the fuel filter and filled the front tank, then switched from back to front. Problem solved, think that the valve was stuck halfway due to crud sucked into the valve when the front tank ran nearly dry due to the diesel pouring out of the return line or maybe it was the filter who knows...

    Got her done, just got the closest size to the original and bent it over a large socket. Had to use adapters since the line had 3/8 nuts and the original had 7/16". brakes work awesome now, thanks for all the help.

    This axle has taken me almost a week to r&r seems everything I touch broke, lol, moved 5he caliper and the brake hose cracked, dropped a u-joint bearing had to buy a new u-joint, messed up a seal and since I live in the boonies it sets me back a day or 2 every time.
