I dump 12 quarts in with a powerjoke filter every time never had an issue. I overfill everything just a tad when I change oil (1/4-1/2 inch) I'll bet on any given engine you'd have to overfill a few inches at least before the crank was dipping in the oil.

Ofcourse deboss will down talk a idi but he put a junk ass 3126 Caterpillar in a aeronose. 3126 is a electronic heui engine and they are good for like 300hp or so and don't last for ever and they are a "disposable" engine just like a 6bt
High idle helps it warm up faster and get some heat in the cylinders to prevent cylinder washing. You should step on the throttle every time you cold start anyways I always push half to full throttle depending on temperature when cold starting as instructions can be found on the visor stepping...
I used to fill them then heard Caterpillar says not to some filters even have a picture of a X through oil being poured in and it makes sense a chunk of crap from transfer or where the oil came from or who knows can plug a oil passage or score though a bearing. I don't fill heavy truck filters...

250hp is easy with a idi and the cummins will rattle your teeth out and be loud and obnoxious in the cab never been a huge fan of them. I put a t6.354.4 perkins in my chev 1 ton simply because its not your every day cummins swap and the perkins runs so so much quieter and smoother than cummins
run the truck at elevated idle for 2 minuets do not touch the break pedal shut the truck off wait 5 minuets pull the vacuum check valve off the booster it needs to have a vacuum woosh when you pull it off if not definite bad booster. Boosters are around $100 I'd suggest replacing the master...

I've seen this many times on idis always comes down to fuel pressure/flow or air in fuel feed. I would check for air, check pressure at wot, see if fuel filter needs replacement

Whata your high pressure at? Did you put a red orifice tube in for a 134 truck? I'd replace the compressor especially if it cools better revved up than at idle. Fan clutch needs to be working good too. I replaced every component in my 84 and it blows 28-34 degrees depending on ambient temp.
