Bouncing is not usually an alignment issue. Are you saying it started after repairs were made at a repair shop? If so, it sounds as if it was something caused during the repairs.

It looks pretty good. That's a lot of miles even for an IDI. You sure want to check for blowby before purchase. If it's a rust free Texas truck that would be a plus.
I agree that reusing the gasket/pan is not a bad idea. I'm not big on the RTV for that particular application, I'm more apt to use Permatex # 2. It's just a matter of preference.
Bingo. The beauty of these early diesel engines is their simplicity. Get them started and they need nothing but fuel and air to run. Except for the fuel cut solenoid, no electrical is needed.
Why not get a Ford pump? Use aftermarket when nothing else is available. There is so much still available from Ford for these trucks.

It sounds like the air cleaner housing is causing a short or open connection on the controller when it is installed. I would carefully look at what is happening when the cover is put on. On your model year truck the controller should be mounted on the passenger side valve cover.

I would say either cluster would work. A few wiring changes might be needed. A wiring diagram, some solder, and heat shrink. It would be easy.
Bad deal about the leak. Unfortunately, a leak that obvious probably won't be remedied with a retorque of the heads. I would think whatever it is will become obvious once the head is pulled.
I just welded a bung in my exhaust pipe this morning. I chose the drivers side just below the flange to the manifold. The passenger side has a few more obstacles in the way. This is the third probe install I've done this way.

To the best of my knowledge, there is no difference in the actual head. In the back of my mind, there may be an exhaust valve difference (not in the size, but in the material it is made of). I believe there is some parts interchange info in the tech section.
