Look for the bushing seam ( maybe at 2 o'clock on your picture) & use either a sharp punch or sharp small chisel & hit the edge of the steel liner to bend inward until you can knock it out clean.
OH yes it will start and run (BAD). Probably have a rod or 2 bent. Check your compression. That starter is a HOSS. If you ever suck water in from crossing too deep water, first pull all glowplugs BEFORE you a restart.

This one has the press-in cooling jets. Yours will have the bolt-in which are better.
What is all the goo on the injectors??
Also do oil cooler, oil pan, & whatever you need to do. Or find a newer year, 86+ to renew instead. Don't try to crank/run anymore since you are at risk of hydrolock & bending rods.
Also check freeze plug/block heater hole for crack in that area.
