Do you have battery power at the glow plug relay? If so do you have battery power on the output terminal to the glow plugs when energized? Just because the relay clicks does not mean you are getting power out to the glow plugs. What vendor did you get your glow plugs from?
My experience is the glow plugs draw 200 amps cold plus or minus a couple. Wonder if you are getting OEM plugs or China junk. Where have you been sourcing your plugs?

Depends on temp. Either half if above 32 or to the floor below and hold. I usually go to the floor as it will not hurt anything. Just let up when it starts. Pumping does nothing on a diesel.
