    Yes it is possible for an injection pump to fail like that. If by chance you picked up fuel that had water in it and it got past the filter it will seize up the pump.     Hang you temp tank higher than the injection pump and let gravity work for testing. You can also then see what your pumps are doing as far as moving fuel. Just run a temp line into your test tank.

    First question I would ask is where did you get your Motorcraft glow plugs? A lot of the supposed Motorcraft plugs are actually China junk. Best way to know if you have good ones is to measure the amp draw as was mentioned above. 25 amps per plug.

    If you have the room you might try an impact wrench set low enough not to move it but to just jar it and hopefully get the atf and penetrating oil to move down. Half acatone and atf makes a good mix also.

    Just to make sure we are talking the same relay yours looks something like this correct? Two small terminals and two large. relay Either large terminal can be used as input and the other becomes output. Am I understanding you got the glow plugs from Rock Auto?
