    I think that is part of the original seal, and is supposed to be removed before the new seal can be installed. What Franklin2 is describing is a scottseal, which is what National part #370047A is. You should be able to remove that sleeve and install the new seal and be good to go.

    Have you verified that you have 12 volts to the fuel shutoff solenoid on the IP? Can you hear it click? I know you said it had compression, but are you sure all 8 cylinders have enough compression to fire? I would test it before I go any further. Good luck!

    Wobbly Alternator Belt - Cause?

    I’ve kicked around the idea of adding a spring-loaded idler pulley to the alternator belt to stop the wobble. Maybe something that was meant for a lawn mower deck belt can be adapted, or a belt tensioner meant for a serpentine belt can be modified to fit.
