since the valve covers are off, crank it over and look for oil coming from each injector spout. If there is oil flowing from all 8 injectors then you can eliminate the HPOP, IDM, and electrical side of the no start problem.
Next, jump the large terminals on the glow plug relay for at least 15...
I actually prefer the stock mechanical fuel system of the 94-97 powerstrokes compared to the electric in the SDs. Both "regulate" fuel pressure the same way with a poppet valve and spring.

ZERO reason to use any oil additive... most are snake oil anyways.
Given you are in a cold climate, any 5w-40 oil will do. I've run rotella in the past until recently, when mobil1 was actually cheaper than rotella... and both trucks seem to like it.

There is no "fuel pressure sensor", rather that is a dummy sensor that will illuminate the "fuel filter restriction" light on the dash. You can eliminate that and a lot of other leak points on the fuel bowl that in actuality aren't needed.
Can you run it with stock tuning to see if in fact it is the programming causing the smoke and not something wrong with the engine? If the smoke is black it could be overfueling in the programming.
FWIW on my 99, I get the best fuel economy on the highest tune setting with a light foot...
I'll most likely will keep the normal registration, as the truck isn't all that bad with rust...probably better than average for a 25 year old vehicle in the north (salt).

97 OBS failed safety inspection.... radiator support (on order from LMC truck) and bed supports rotted away. Are there any sources for the bed supports, or dimensional steel that I can weld in? One of the supports has a hole in it and needs to be replaced/patched. Thanks.
What engine did you get from the bus? T444E or T466E ? The bus engine might have single injectors, running SD controls need split shot injectors.
Low fuel pressure can make it run like a dog too.
