Just curious, have you been using the same water pump this whole time? Maybe it has a high or low spot or maybe warped a bit and causing unequal pressure?
Electrical tape works wonders for sandblasting, do 3 or so coats of electrical tape and don't hold the blaster on it and you'll be good.

Simple test for head gasket, remove radiator cap, make sure rad is full, start engine. If it blows out and you see constant large bubbles you know it's time for a top end tear down.
The f150 d44 beams are both longer then the f250 d44hd.
I know you don't want any lift but it's probably the cheapest option to put a d50 under it... same hight as the 44hd but a bit stronger.
My concern would be if the frame is tweaked or the frame rails are bent, that would be the major determining factor. Hangers, leafs and axle are easy to replace.
Have you tried to rotate the crank a bit? I had issues like yours and it was a holey cylinder but if the pistion is stopped just right, the cooling system will hold.

I just used grade 8 bolts with washers and loctite that were the same length and have had no problems, I wouldn't worry about getting the exact same fasteners.
Don't need to get that fancy with it, I did it with a cordless drill and the closes drill bit I had and it worked out great! Mind you if I had it all apart and a mag drill I'd use it just cause.
Most part numbers on theses engines end in c1 for NA or c3 for turbo, you should be able to see the whole serial number for the block with out taking the ip assembly off and it will end in either one of those, also the vibration dampener is different between the two.
