With a bad engine, base your price on the whole driveline being bad.
Unless you have at least a additional $5k ready to throw at it for a used running engine, you should pass.

It'll be glossy on the top, but you'll likely be able to tell the color is old.
In factory, neither the color nor clear is very thick.

Personally, I would just get a trans that will bolt to the Cummins. Could probably get one for the same price as a adapter.

Yeah, easier to just replace the fitting.
I went in to fastenal and matched them up. If you look for threads in the 7.3 powerstroke section, you may find my thread. Something along the lines of "fuel problems."

Well, first I have to ask, does your steering wheel have the connector for it? It's possible someone just swapped that inner pad. (As in the column may not be setup for it)

Could also compare the resistance with turning it by hand engine cold vs hot. (I shouldn't have to say this.... but engine off, obviously)

IME, the quick disconnects line to suck air. They have orings in them, but a total PITA to replace. If you aren't running the TSV, I would bypass with some rubber hose. Basically slip it over the sending unit connector and clamp it.
