So I called Fill Rite today, the hand crank pump works in both directions, so you can siphon the fuel out of the barrel into the your container, then reverse the crank and it'll pump out of your mobile container into another barrel you have. So that's a good cheap option around $300 for the pump...

There's no "tuner" for these engines. Tuners are for computer controlled engines. These IDIs are mechanical, so in order to "tune" them, mechanical changes are necessary.

Long as you have fuel pressure maintained there isn't a problem with multiple fuel filters, though you want to be within reason. My set up has 3 filters and I run a Holley electric fuel pump. Just watch your fuel psi. If it's too low a filter is clogged your pump isn't strong enough. Rule of...

Yes two of the same filters. I'm going to change the filter head though so I can run a 15 then 2 micron filters in a series for better filtration. It's not terrible and won't gum up. What do you think would gum up?

I deleted the entire filter bracket and went with an after market fuel filter bracket for under the truck. I deleted mine because it's a specialty fuel filter and it's prone to air leaks. This is what I have:
Basically it gets a pulse from the injector line and coverts it into an electric signal "dummy spark plug" for the timing light to read off of. Thats it in a nutshell. Yes, you need it to time a diesel via the pulse method which this is.
