Why no blue quote boxes?

I know they're there because when I logged on from another computer there they were...but my computer doesn't show them . What do I need to adjust to enable the blue quote boxes?

i noticed i had to change my default to v-bulletin style 3 as the other one was my default. my cellphone seems to remember the wap. i guess its a cookie or something.

i don't really want to start a new thread but i guess we're stuck with the 12k avatar limit right max? i know people are still on dialup.
