You're bang on track. What they do is cut
the boost signal to the pump preventing it
from delivering a full load of fuel. Specifically
what it does is prevent the rack from traveling,
therefore you are running on delivery valves
and injectors and not the cam plate.
So the power is cut way back, and so are the emissions.
