Uncommon problem, need some ideas

If you do a PVC frame, use 45 degree fittings on the sides and bow the tubing across the bed.

I have a redneck tonneau cover on my truck that I put on after I scrapped my shell. I have those tie-down anchors that insert into the stake holes. I have 2 4 foot by 4 foot lengths of plywood that are connected via hinges to make a folding cover. I lay it down on the bed, and then stick a steel pipe through the anchors. It's a tight enough fit that it holds the cover down pretty well. I only run one pipe, at the front of the bed, right behind the cab. I had to rig this up because I use the truck occasionally for hauling garbage to the dump, and they fine you for having an uncovered load.

I also agree with the PVC Frame.... Dad just did this for his boat.... same issue... water pooled in the cover and split a seam..... so he made a frame to hold up the cover and let the water roll off......
