Steering column tilt stuck

So I did a search before I posted and can't find anything about the issue I seem to be having with my work truck. The steering column is stuck at full down tilt, I bought the truck this way and I can't remember what my other truck looked like before I sold it, where the turn signal stick goes into the column, I know there should be a spring there and something else, but there isn't anything when you push it to tilt it. Any info would be great, 1988 Ford F-350 7.3 idi

Sometimes they get a little stuck. At times I was afraid mine was going to break.

mines not doing anything its not stuck either i don't think there was a spring in there but it came off it moves until it bottoms out on the collar

On my 86 we could remove the steering wheel and push in on somethin I can't remmber what now but that's how we got mine to were I needed it cause the lever was broke
